The tags should not really matter too much as all classes would probably be assigned dps if they have an ability to deal damage, as they should, since it is necessary and would probably cause strange behaviour with the AI if they cannot. The tags are probably (or not) meant for the dungeon system.
If they have an ability to heal and damage, they can be placed either in the healer slot or dps slot. If they only have dps abilities and/or heal abilities that only target self, they cannot be placed as healer. If they have a TAUNT ability, they can be placed in the tank slot (never tested this one) and dps. If the class has all 3 ability types they should be able to be placed anywhere. (Haven't tested)
It does not mater how many abilities they have that specialise in that role, it only matters if they have minimum ONE ability that gives them the tag to be placed in either slot.
Perhaps the Tag system that you are referring to is just a placeholder also, I might even be entirely wrong and will get shown up by someone who knows, but this is the best I can offer.
