Issue with kill monster quests

So I'm having an issue currently, not sure if its my ignorance or just a quirk with the game atm, but i put a few different quest givers down near monster areas. It seems like "players" are taking the quests and killing monsters but it seems like they never actually turn the quest in to the quest giver. At the current moment im using the default XP and gold rewards for quests. It does seem like players handle the fetch/go here quests just fine.

Any ideas?

This usually happens when players level up while completing a quest and move on to another zone, ignoring older, low-level quests.

So at the time it when it was happening today i only had one zone that was level one, i suppose it could be that they leveled up to quickly then just dropped it.
