Report a translation problem
After the DLC update, they did move Josh Dalton. In fact, I found him accidentally. This is where he was for me.
When you come out of the first section of the G.U.T.S.(After the Magnetoshpere), and enter the part where the cargo conveyors are, don't go toward the Arbouretum. He's close, in the opposite direction from the Arbouretum, inside one of the covered service walkways (or whatever they are).
I had to save and completely restart to get the 'Marker", that is supposed to tag personnel that you select in the Security Computers, to show up. this has been a recurring problem for me with all "tagged" personell since day one.

Same is true of there being no Josh Dalton in the security computer. He's there. Try Hardware Labs group, and check how things are alphabetized.
He is in the list. Check again. Once you activate him, you will have no problem. Then come back and apologize.
