Is this game poorly optimized? (SOLVED)

In some areas I get 60 or 55 fps on very high settings. I thought that I could run this game in 60 fps on some decent setting even with the setup I got, but no. My GPU ain't the most powerful one, but it ain't a weak one as well. I tried playing on the lowest setting and still barely reaching 60 fps. The PC is brand new so there is no way it could be a bottleneck. (Don't have any issues with other games, performance wise.)

My specs:
OS: Windows 10 64-bit
GPU:MSI GeForce GTX 1060 6GB
CPU: i5-6600K 3.50GHz
RAM: 8 GB DDR4
HDD/SDD: 2TB + 256 GB

The recommended settings in Steam:

I pretty much cover almost all of the recommended settings.

EDIT: I fixed my sudden FPS drops and has lowered them to a minimum. I play with mixed settings between High, Very High and Ultra. You can stop commenting now. Thanks to all who tried to help with something or telling me something that I didn't knew.

Yep, happening to me too, strangely enough on the same CPU, Havent found a fix yet, tried almost every suggestion.

IMO in a few words ... processor and ram are your prob ... I only use ram DDR3 but i have 16.
for the rest its Win7 / GTX 1050TI / AMD FX4100 and regular 7200rpm 500G.. all is smooth and beautiful . ok its not on ultra setting but its on med-high and eveything works like a charm.

We can agree on the processor to be a small prob, but the RAM should be enough. On the benchmark it showed around 3.5 usage and task manager shows 6.2-6.3 ram usage. I will add more RAM in the next couple of months (I hope).

One more thing. The problem occured in the small town Buena Vida where in the start fps was ok then dropped around 45,40 fps and my game ran like I was playing with 20 fps. Right now I'm playing with mixed settings and the fps drop is not so noticeable, but I can be sure that some parts of the map are unoptimized and eat a lot of fps.

I dont think the devs planned on people runing this game with 60+ FPS everywhere in the world... I have an overkill PC playing at 1080p, I somewhat gave up just play everything on high seems to hold 60fps, yet still dips time to time on SSD too. Mostly driving causes the stuttering...

(Only textures on ultra rest is high/on @ 1080p)

You are using 1070, I'm using 1060. You are playing at 1440p, I'm playing at 1080p.

This is not a 60fps game. I can run 4k at very high settings at 30 fps, but it wasn't good enough for me, so I moved to 2k at ultra and get around 40 to 50 fps.

Probably going to have to give up on the 60fps dream, I did, but it's still very playable.

Time to get that 1080Ti I guess...

So Yeah, I play in 4k. I overclocked my GPU to 2Ghz and my GPU Memory Clock to 11Gbps.

I get arround 45-50 FPS (it works fine...enough FPS for me in this game) in very high settings with a few ultra settings. I don't use AA but there is no major inpact. It drops by 1-2 FPS then. I simply don't use it because (don't ask me why...I don't know lol) the game looks better without AA in 4k (my own opinion).

There must be something wrong with your game or drivers, hardware or whatever. I don't really know...sorry.

6gbs is the max your pci slot can run, the SSD is not running that though. Looks like that is about at best a 500mbs drive. Just an FYI.

Well the PCI slot is a PCIe 3.0 x 16 slot which runs exactly 15,8Gbs

And the system is able to run that. Overclocking the GPU Memory Clock from 10gbs (5008MHz) to 11gbs (5508MHz) brings in a performance boost which is exactly 10% and I get exactly 10% more FPS with that... :)

CPU clock and RAM clocks? What of dropping a few settings? Not all settings in games necessarily have a noticeable visual change despite a massive perf impact.

That'd be evidence of poor optimization only if the part looked visually less demanding than parts where you get better fps. From what I can remember, the location (Buena Vida) and its surroundings are pretty busy with details.
