How to do balrog or bison special moves?

It says its left right punch but it doesnt seem to work when i do it. Can someone explain the moves please? :/

They are charge characters. Hold back(away from enemy) for about 2 seconds then move the joystick or keyboard button forward quickly while pressing the attack button. If you want to not move and do charge attacks hold back and down at a 45degree angle.

Also note that you do not need to hold forward as the attack comes out. You can start charging again as soon as you input the attack command in order to throw out specials more frequently.
