I have NO idea. I bet if I tried to sell a broken game, i'd either take the time to fix it, or get my arse burnt by Valve. Why Valve isnt burning Capcom is beyond me.
If I purchased this game, and it doesn't work, I'll make myself a new law that allows me to pirate it and it will be morally accepted because they already have my money.
Because Valve is an absolutely terrible company with horrible business practices. They have a monopoly on the digital distribution platform on PC, so they don't have to worry about costumer satisfaction. They can get away with anything.
