Anyway, the gameplay has been significantly improved, as has the functionality of skills as well as transformations. Of course the game is going to feel similar to the original, since it's using the same format and framework. This has always been the case with DBZ games; it's nothing new.
Each successive game builds upon the previous one, adding improvements, additional content, revamps and system changes where necessary, etc...
Xenoverse 2 would not have worked as DLC for the original game. It simply wouldn't be compatible with how Xenoverse 1 was built and functioned compared to the design alterations in Xenoverse 2. There are fundamental game changes among the new content, as well as being--like Xenokal mentioned--much too large to simply be a DLC add-on.
Also, not to be controversial, but one's claims can really only be valid when one has experienced something firsthand. If you haven't yet actually played the game, I would recommend reserving judgment for until after you've given it a try and tested it for yourself.
Additionally, if I may say--
A volatile attitude toward people responding to your question isn't necessary. Nor is reciprocating that negativity for everyone responding. You'll all only succeed in garnering more and more negativity, rather than receive actual replies to the topic we wish to discuss.

More reliable hit boxes.
Improved combo connectivity to reliably chain your attacks into your Supers and Ultimates.
Tracking added to ki blasts and other multi-fire blast attacks.
Removal of super armor that the AI constantly abused in Xenoverse 1.
Removal of infinite ki from Super Saiyan transformations.
The QQ Bangs that allow you to customize your costume's stats.
Using the previously vacant Ultimate slot for transformations, freeing up a spot for another skill.
In a Saiyan's case, the SSJ transformations are sequential; they all only take up one slot.
New burst rush to chase down fleeing enemies/PvP runners.
Better and smoother framerates.
Do you not consider these to be substantial improvements over the original?
Of course a sequel will tweak all mechanics, polishes the graphics engine and adds more content (in this case: New story, a new transformation-system, more characters, moves, costumes).
Hate to be that guy (I really do) but Budokai and Budokai Tenkaichi were completely different one being a side scrolling fighter and the other being a 3D Fighter. Heck they weren't even made by the same company. I get what you are saying tho. Budokai 1-2 -3 were pretty much the same as were Budokai Tenkaichi 1-2 and 3 there were not much differences other then tweaks to the combat system, larger roster, and new game modes. I don't understand why people are so up in arms about it. The core of the argument I think stems from people not wanting to start over again. That's the only reason why I think people want it as DLC lol.
