Right-click on the game in the Steam Library. Click Properties->Local Files->Browse Local Files. Right click Titan Quest.exe, select Properties, select Compatibility tab, set it to Windows 7 compatibility mode. Click OK. Try to launch the game the game by double clicking on the Titan Quest executable. If it doesn't work tell me what error you are getting or what the symptoms are.
Set Windows XP SP3 compatibility mode for Titan Quest\Titan Quest.exe.
Set Windows XP SP3 compatibility mode for Titan Quest Immortal Throne\TQIT.exe.
Run as Administrator (no compatbility modes) for Steam.exe.
Be sure to shut down Steam completely and make sure its not still running in the system tray then run it as Administrator. Start Titan Quest at least once before you start Immortal Throne.
If you don't have Immortal Throne just skip the immortal throne steps and do only the Titan Quest steps.
If the game stlll won't start with these settings try editing My Documents\My Games\Titan Quest\Settings\options.txt and Steam\Steamapps\Common\Titan Quest Immortal Throne\Settings\defaults.txt to set full screen = false instead of full screen = true for failsafe windowed mode operation.
If that still doesn't work then try to run the event viewer (mouse to lower left corner, right click, Run "eventvwr") and see if there's a crash event log in Windows Logs->Applications and paste a copy of it. It should be the first one if there is one. Maybe seeing what the exact error is would provide more information.
