He didn't call it a hack. He called it cheating and I can certainly share that view of it.
If the game glitches and you end up with double HQ Squad, once you realize your base is doing that, an honorable player would remove the HQ cards and re-apply the cards to use to hopefully remove the issue.
If that isn't fixing it, they may seek to go to forums themselves, and self-report the issue. People playing at this level know you are not supposed to have 2x HQ Squad. To not seek a bug fix by reporting it is dishonorable to say the least.
Should jokerjrsatx75 be BANNED for knowing he was doing something completely unfair & unobtainable by every other player? (His Commandos are loaded with Endless Clips and they are one of the top alliances - this is no coincidence.) Or is a ban unfair because he was simply taking advantage of an opportunity? After all, it's not his fault that the game allowed him to do it. Those ultimately responsible for this are the DEVs. It was their mistake, and should be their responsibility to fix this. I don't know what means they have to do so, but they somehow removed missile special support HQ cards, and they should be able to "undo" this as well. That would be the most reasonable approach to leveling the playing field without extreme punishment.
After participating in the discussion here, I saw Odytsak video about the Double HQ issue, where it was called a Glitch.

There was another video by Odytsak a few weeks before that where he first encountered and wasn't sure what to make of it (Cheat or Glitch)

In the comments of that video, discussion chain got updated that it is a bug after developers confirmed to Odytsak nature of the Double HQ glitch.
If the devs have corrected jokers base, all is well and we can all move on. Any other bases encountered with same glitch, just need to get reported so they can be fixed. Some players will not self-report themselves out of an advantage.
If the developer's attitude is that "it's a glitch," then that is what it is. Therefore, they admitted to THEIR MISTAKE and it becomes their responsibility to correct it, not ban him.
