Who is eligible to participate in the Community Market?


Any Steam user who has a successful purchase on their account between 30 days and one year ago, and has Steam Guard enabled for 15 days can list items on the Community Market. If you have had your password reset by Steam Support you will need to wait another 15 days with Steam Guard enabled before you can list items on the Community Market. If a chargeback has occurred on your account you will be eligible 30 days after your next successful purchase.

They don't need to have TF2 Premium in order to use the market. They won't be able to 'sell' their drops, as those are non tradable (Except those rare ones that drop tradable) and trade items gifted to them by other players.
So yes, they can use the market.

Theoretically yes. The process you describe should work.
Gift F2P a desc tag.
F2P Sells the tag on the market.
F2P uses the steam wallet money to purchase an item on the MannCo Store.
F2P goes premium.

It still requires the F2P player to have a tradable item to begin with and to be qualified to participate on the market (He needs to have made a Steam purchase within the year. Purely free users won't be able to use the market) So it would work for accounts that already own games but don't own TF2. Idling accounts (with no purchases) cannot benefit from going premium this way.

NO.
One cannot go TF2 Premium by purchasing something in the market. To get premium TF2 you have to buy something on the MannCo Store, not the market.
