One way is by random drops. Everybody has the same chance to find items, weapons, tools, hats, etc., although it is luck based.
The second is by unlocking it via achievements. For each of the three milestones that each of the nine classes have, you can unlock an item.
The third way and not commonly used is to buy them in the Mann Co. Store. I recommend not doing this, because it's a waste of money. It's much easier to trade for it.
The fourth way is by trading with other people. Do note however that you have to be premium if you want to trade fully.
The fifth way is by unboxing weapons. Do note that this is gambling. Most of the time, you will find junk items that aren't worth very much.
The sixth way is by crafting, but not a lot of people use that, because as I said, it's a lot easier and cheaper to just trade for it.
The seventh way is if someone gifts an item to you, although that's fairly unlikely to happen.
Completing a mission in Mann Up. This will mostly get you standard weapons, but can yield Mann Up exclusive items. If you're just looking for weapons, this is not the recommended way to do it.
Also note that completing achievements doesn't give you a random item but a specific weapon for each milestone. In turn, this means that you can only unlock 27 of the game's 120 some odd weapons and would need to obtain the rest through other means.
