A Lion's Heart Achievement Trouble

I have followed the guide for Episode 4 achievements to a tee, but for some reason only two of the men ever show up to shake hands. I tried to go back since a part of the achievement guide said you must outrun the police, but it seems like you get caught after you run for a while regardless (maybe I keep doin it wrong? the decisions section does make it seem like you have the ability to try and outrun them). I also watched someone on youtube get all 3 men by selecting different dialogue, which I tried and nothing worked. Do you have to hit certain marks in earlier episodes to get this? I dont know what else to do. Any help is appreciated.
