Preserving Linked Cells when moving between layers

if I need to add a new layer to a complicated scene and move frames around, it will de-link all frames. Additionally, It would be super helpful if there could be a shortcut key to link highlighted frames as well as a shortcut to a function that automatically creates linked frames from the start.
