And It seems, that this bug is really odd, because Zorlond and I are using 2 completely different systems...
(I just added some translations)
When I started the game up with this setting turned on, the bars vanished and the menu filled the full screen like it's supposed to. Not sure why this worked, but it did. Also not sure if there's been any positive or negative effects with other games... I'll come back if it does something nasty to my system.

So Gpu scaling is the way to go
