Well, far as I can figure; you should have everything then. Although if this game has a prologue; which, considering what I know of the game, wouldn't surprise me; they may withold everything until you finish it. So if there is anything like that; I'd play through the prologue at least, before you start worrying.
This is just my best guess though, as a Tales fan who hasn't really touched Berseria yet. And if there is no playable prologue; you may have run into some kind of a bug. And if that's the case; I'd probably load the NG+ file again and see if it doesn't work the second time around.
The prologue starting items are likely different from the ones that you start the rest of the game with. And so rather than screw around with changing all of that; they just kept the prologue stuff the same, even in NG+. It would be easier for them, that way, and wouldn't impact the player much. Or something like that anyway.
You DO keep your mastered skills, arte levels (though you have to level up to unlock the artes themselves) etc.
