2 things could have happened you killed him only and many got sick next day lowering % to collapse.
If he was the only dead in disctrict and others were maximum health,extremely unlikely/can not happen.If you don't cure ppl tier 1 diseases they will get worse lowering % more.
Other you made a"non optimal" choice with the infected Pillar and next day half the district is gone,almost auto collapse,you drain 1 and it is auto collapse.
There are some transformed citizens who are sub bosses and give decent exp.Some joins the hunters as high exp sub boss.Depends on district.
You will revisit the docks a few times,but not to often,now that you don't need to cure citizens there...........quite rarely.......
i absolutely highly recommend looking up the ign guide to the dialog if you want the good endings as they will help you get alot more exp and make the game alot easier to do
as to keeping a district alive heres some advice, always treat citizens as quickly as possible and make sure you know how to keep the pillars alive (walkthrough will be your saviour) with that generally embracing people who have little or no connections to others will actually make the % fall less but they are also generally worth less exp, like clay right at the start, hes not connected to anyone at pembrook so the district doesnt take quite a hit if he goes missing however hes only worth a measly 2000 exp
Going to be honest here, for how much harder it becomes to maintain districts and stop them from falling its really only worth it to kill 1 person per district and really not even then as the more important the person (and the more exp they are worth) the harder the district takes it and the harder it becomes to upkeep later on.
Honestly the easiest way to complete this game is to not kill anyone till basically the last mission then in a single night mesmerise and murder everyone for max exp (also make sure they are all fully completed for max exp, missions, clues ect.) spend basically everything you have on your weps to make them stunning and then spend all the exp you got on making your stamina, bite, health and regeneration way better cause in the last fight of the game your abilities are quite a bit more limited, this will also allow you to get the "london burns" achievement or if you want you can just not kill anyone at all and instead get the "not even once" achievement
Point is either you murder everyone last second or you keep every single last person alive and the game will be a breeze even on the hardest difficulty
