Friends list -> Add friend -> Type name of a player (e.g. me - belaya_ber)
If they approve you, you can invite ppl to play with you, by clicking Send Invite or Join
That's the problem though, should have got this game through steam, as when most do, the game will work for most that way, and you have more chances of finding help here in the forums for game and pc issues, as well as easier to find a few to add, there are other good reasons for them to have this on their steam account as well.

That's about all there is to it, they didn't add chat so that others would not create flames/arguments and troll, this allows you to take your anger out in game while playing, without being interupted by the chat, a balance for everyone.
You can however, add others from here in the forum that have the game, and chat with them in steam while during a match, or use a voice chat program with them.
