You can level up your tuning level to 100 and above by hiring better level crew chief , and then you loose access to that setup if chief's mood drops!
Workaround is simple - save one setup with tuning level 40! And when you want to save a tuning level 100 setup, just overwrite the level 40 setup, it changes the setup , but level will always stay on 40! So then you can get access to your nice setups even with loaned cars !

I too noticed this. It says "tuning skill required: 0" when I overwrite a level 40 setup with my own.
