I think SOC and COP are better than CS....
As for hundreds of people that is simple....
one group you have the "running from the law",
next group "has a job to do here",
next group is "running from his past",
next group "just wants to explore",
next group "lets make ourselves a millionair at the cost of others",
next group "wants to be free from local law, government, people telling them what to do, responsibilites of everyday life",
next group "heard about it, dosen't belive a word of it and wants to see for himself",
next group has another reason good enough for them or him..
So, yeah I could see about a houndered or better..
All the concerns you listed are still present in CoP. Personally, I don't find them to be actual problems, but that's a matter of taste. If you liked SoC, then you'll probably like CoP, with all the same pros and cons.
This means that it rolled dice whenever you hit the target and, based on the range and whatnot, determined if your shot did damage, no matter where or even if you hit the enemy. This mechanic was ♥♥♥♥♥♥♥♥♥♥ in CoP, but I don't know about clear sky.
I think there's a way to mod it out since the game is very open to mods, but I can't help you there.
