Like why is this game missing this basic functionality?

a tad annoying sure, and hardly a problem unique to this game, but just lower your volume or use the windows volume mixer until you get to the actual game.

No, when I buy a product I want a full one, especially when it's been out for years.

then refund it and move on with your life. it's very easy and automated on steam.

On the main menu/opening screen in the upper left corner you can turn the music on and off. In the game itself hit the ESC key then click on the "Options" tab (game controller icon). Scroll down in that and you will find the volume sliders for Music, Sound, Ambient and Footstep.
