As for stutter I noticed this: windows 7 has awful framepacing whilst windows 10 is MUCH more fluid. You never listed your OS, but it *could* be a factor.
I've made peace with newer games needing to be locked at 30 on my machine (badly optimsied ones especially) so it runs good enough for me.
Using Win 10 and I remember my frames being at the the 60-40 cant remeber the settings tho. They were high or higher tho that much I'm sure of. Updating list.
Maybe Gamemode in the new 1703 build might help haha
In here the graphics is decent for 10y old game, and stutters even when facing a wall, which shouldn´t give a GPU much to work on.
Oh and crashes constantly, so yeah it has issues.

II will say that my RAM usage between Windows and the game was well over 8GB, so you running with 8 only will affect how the game runs.

It stuttters every now and then but it's usually just for a moment on entering a new area and then it's pretty smooth afterwards. If they could get Doom-like performance out of it it'd be awesome but it's really not that bad.
Perfect 60fps performance on Very High, with SSAO turned down.
CPU and memory make the biggest difference in performance in this game. Both me and a friend did some tests at launch, dropping RAM freq or CPU freq would have the game stuttering and or losing a large amount of fps.
Afterburner and task manager "CPU usage" metrics are almost worthless in modern contexts. It's not tracking fine hardware specs and usage, it's just tracking whether a "thread" has tasks scheduled on it at a given moment. You can be CPU bottlenecked and be nowhere near "100%".

Memory frequency and configuration matters. Single channel vs. dual channel makes a huge difference, and in CPU heavy titles the difference between 1600mhz and 2400mhz can be staggering.
You should move to 10.
