The hidden containders should appear on your radar when you are less than 10k from them. Have you tried to deploy a sensor station near a planet? That should help you a lot to find them.
1.3M credits is well enough to buy a deploy constructor I think. You can find one in high tech systems.

If you are getting reports from a crew member, then they are there and you're likely just never getting close enough. Check to make sure you are flying extremely precise flight patterns in your search (heading -and- pitch), if you miss even by a small margin, you can be significantly out of range by the time you get there. They can be very hard to find and are intentionally that way, especially early on if you are just trying to find them 'blind' by flying search patterns. It is possible, but still pretty difficult and something you may have not have the patience for. You may want to wait until you have more adequate search equipment to hunt them down if you haven't managed to locate them within a timeframe you think is enough.

There are two types, cloaked/hidden which are static and hold their position, then there are small containers from destroyed ships/lost cargo which can move a bit depending on planetary gravity nearby. But for the kind you've been hunting, they'll stay put. You may have stored your log location fairly far away from the actual location(s) of the containers themselves, instead placing it at your last jump arrival point or something. A handy way to place the nav marker for storing points is to use the 'Set Loc' (stands for Set Location) button when you are at the position you want to save and then store the log entry.
If you don't mind using a tool outside of the game, I have a spreadsheet on my site that
pinpoints the container in two jumps using a Science Officer.

All you need is the heading and pitch to the container and your current location (2 times)
