I was able to absorb Austria as the Swiss, but then I spent the next two years trying to get Fascism under 15% and Democracy factions under 60% to be able to absorb the Alps from France and Italy.
It also seems bugged because at the full left advisors were costing 150, plus another invisible 50 for a total of 200 political points which basically neutered spending political power on anything else.
So the Adopt Rumantsch Language focus to tick power to the Canton side should be considered before you do anything drastic unless you're sure you know what you're doing.

We are talking about manipulating factions, NOT the council.
The problem stems from the fact out of the 20 or so advisors you only get TWO that have unaligned. If you make a mistake and elect them as President you can no longer move your faction %s, unless you want to go communism.
In other words they lack an easy mechanic like other countries of spending political power to manipulate factions or to be able to freely select advisors to manipulate the factions.
