How to recruit foreign SS Divisions with Himmler?

If you pick Himmler as a political advisor it says that you can recruit foreign SS Divisions.
How does that work???

once you have occipied the territory you get descions to recruit local SS division. will piss off your military and can lead to civil war, have not tested it much though so have no more insight then that. when you rais the units, they are formed with full manpower and no equipment so you still need to build ♥♥♥♥ for them.

you have to own the certain states that they detail, you can recruit them after the war providing you took those areas. Also wait abit before recruiting a new one because your military leaders need time to calm down or civil war happens.
