Get the "Road to 56" mod. One of the modifiers lets you change the status of women in your country from traditional roles, to "Total equality" adds a huge amount of recruitable population BUT heavly effects your political power gain and reduces national unity by 10%.
Its pretty cool though. Lets you boost the hell out of your army.
PLUS Road to 56 adds a lot of new tech without being overbearing AND lets many of the minor powers have focuse trees.

I think the vanilla game has done a okay job by increasing the training time when you increase the conscription since your recuiting lesser fit of your population
