Where can I sell Security Decryption Systems?

I undestand that they are illegal in most systems and that I cannot sell them to traders in those systems. But now I'm on a HAT Freeport and this item finally shows up in the trade menu but I cannot move the slider.
Is there any station that doesn't try to kill me where I can sell those? I found some of them but I'm trying to stay lawful and I don't want to drop those items since they're 160k each.

I found some in random Lockboxes floating in space.

I was wondering that too. I found a friendly pirate staion in teladi sector (i pick paranoid at start). In station, you can buy but you can't sell it.

I've been looking for someplace to sell some too, or at least stash them. I'm tied of being asked to dump them when I want to sell them eventually

SCA Pirate Base in Hewa's Twin IV The Cove (Green triangular player icon on screenshot)
I coudn't find its coordinates but you can use highway from Hewa's Twin 3 to 4 than turn 160-170 degree to right and move to end of map you will see it around if game map is not random.
Station belongs Scale Plate Pack faction.

Hewa's Twin seems to have a map glitch. It shows that I'm off the map in the upper left corner everytime I enter the system even though the system is in the lower right corner.

Its a general bug cause player to randomly teleport around. Just go options and turn of:
Settings, Game Settings, Maintain Speed in Menus: off

It doesn't teleport me. This is a map display bug.
