but it sounds like you've changed your key bindings and i guess maybe you gotta choose the arrow type by mmb, draw with the rmb and then let go of the rmb to shoot instead of the left mouse button.
I've got a Logitech G500 and for some reason rottr doesn't recognize the pressed mouseweehl as middle mouse button. So I bound it manualy to the alternate with a push to the mouseweehl not recognizing thet it was a push and to the left. So I always had to push it twice I thought but indeed it worked only if I pushed it to the left (by accident) :-o lol what a mess!
The game still doesn't recognize the wheele as middle button when pressed down but fortunately the mouse has a spare button on the side of the thum and I could bind this to the middlemouse function in the Logitech game software and now it works smooth as silk!
