Has any game ever let you have two accounts on the same email?
Because I enjoy playing Smite.
Can anyone tell me if there's a way to delete my account or no?

Really? Care to name any of them? And no indie or browser based games, but actual major titles. If this is really something you want to do, you need to do what other people have already told you to do and contact Hi-Rez directly via a support ticket.
Hi-Rez, and any other publisher with a small amount of common sense, will never allow a user the ability to "delete" or erase their account via an automated process. They do that to prevent people from losing their accounts forever if their accounts some how get compromised.
Since I really doubt Hi-Rez will let you delete your account, especially if you ever spent any money on Gems or the God Pack, the most you may be able to do is have them reassign the original account to a different email address. That would allow you to create a new account on your primary email address.
But realistically you should be just making that new account on a new email address.
