FIX FOR FATAL ERROR
If you start it up and you see:
"C:\dev\phoenix\display\directx7\dd7_display.c99(715):**fatal error **: Could not create primary and back surfaces"
here's what you need to do.

1: Go to C:\Program Files (x86)\Steam\steamapps\common\Fallout Tactics folder and create a Shortcut for BOS.exe
2: Move the shortcut to another folder or desktop
3: Right click the Shortcut and go to Properties
4: Under the Shortcut tab you should see Target and in the box the location of the BOS.exe in quotes.
5: At the end of the quotes put a space then -g
Example: "C:\Program Files (x86)\Steam\steamapps\common\Fallout Tactics\BOS.exe" -g
6: Run the game from the Shortcut

The following worked for me (Win 10) and has to be done only one time:
1. Run the game in windowed mode from Steam (for Windows 8).
2. Go to 'Options Screen' and click 'default' option once (lower left).
3. The window resolution should be downsized slightly but noticably.
4. Exit Options + exit the game regularily > default option gets saved.
5. Start the game normally. Change Resolution to your choice, 32 Bit.

I had the same issue and called Dell Support for help (Bethseda suggested re-installation). The technician did exactly as in your procedure and now I am running the game with no runtime error.

For anyone still trying this, this works but in Options go to Display and then press 'default'
