i have been playing fallout and at the begining it says war war never changes what does this mean

It means that war is always going to be the same. Alwasy going to be fighting, conflict, etc. Even when Laser Rifles and other things may be invented, it's not going to change that war is still just conflict and fighting.

But philisophicly it saying that the reasons humanity goes to war, are always the same -
Reasources and/or power. Whether by sword or by bomb. No matter the time period. It never changes.

What he is saying that there will always be Death, in every war there are people dying, fighting, killing. That never changes and never will even if we use machines to fight. So in the end of it all....War, War never changes.

For me its like say "if in WW3 we use nukes, in WW4 we will use stiks and stones". Is in human nature to figth for have more than the neighbour, cuz his grass is allways greener than ours.

If u continue listen to the narrator, a part of the answer its just there, the spoils of war and weapons turn to be the same.

War never changes because mankind hasn't changed much since we first had wars. All thats really changed is that we hairless apes have learned a few new tricks. Teach a dog some tricks and you still have a dog. Same holds true that a caveman could fly a space ship or fire a laser death ray just as well as you could.

What everyone else is saying is mostly correct. To put it in simple terms; war never changes because all throughout history it has always been man vs. man on the battlefield. There's always a good and a bad side. It simply never changes.
