How do I implement a moderator role?

On our Eco server we want to have several moderators (or admins) to be able to only use commands like kick, ban, unban, mute, unmute, etc. It seems to be not possible, because in the ‘users.eco’s config file you can only add a user to the admin’s role, given full admin permissions.
My goal is to define only a set of commands for a moderator role, but I did not find a documentation if that is possible and/or how to do.

Eco doesn't have any other groups than the default administrator role. I think there have been mods in the past that could do that, probably one of nid's mods can do that, you'd need to look around.
