I'm going to ignore the comments about "official account lied" as I understand your frustration - but please, be more careful of your language in future here.

I do see the 400% in 1v4 (and I assume 2v8-haven’t played it today). However-dev notes suggested that there was going to be a 3x bloodpoint bonus for all parties-and that still isn’t showing in-game.

it's 3 times XP - you won't get pop up notifications on that, its just increasing your player XP after each match.

says 400% but at end game it's still the same amounts awarded and my total bps reflects only the 20k awarded consistent with the end match results.

Please make sure you've rebooted your game, you will need to close the game down and restart for the changes in MMI to take affect
