Tetra Master cards

I am doing my own version of a perfect game and with the TM cards all I am doing is getting one of each. Are any of the Tetra Master cards missable? And is it completely random as to what cards an NPC might have or do certain NPCs have certain cards like in FFVIII?

During the card tournament (required specific ATE) / found in Desert Palace
both during disk 3

[Purple Monkey]

Certain NPCs have certain cards, but some of their deck is used more rarely.
