Limits and snapping can be toggled by in-game functionality, funnily enough.
I've never encountered or head of spawned items moving around - that's probably on you somehow, but I'm not judging.

I've never needed MASSIVE amounts of food to keep my settlements flourishing, it's actually quite easy to get them rather tight. Now some plots are just insanely small, (Looking at you Jamacia!)
Yes they could be expanded on but in a base game with so much else to offer with dlc comming I'm perfectly satisfied.
Connect to another settlement with food surplus, problem solved.
Shops generate caps, but this isnt the only way, or even the best way.
Water purifiers generate purified water, and lots of it. Excess water that your town doesnt use is sent as purified water to your storage for personal use, build enough water purifiers (I have 5 towns with literally nothing but 200 water purifiers and turrets) and you will get over 100 purified water per settlment per real life hour (give or take) this sells for over 1k caps depending on charisma and perks.
Thats more caps than you could ever spend, initially its ballanced, but after about 8 in game hours you'll have over 20k caps and nothing to buy but ammo and stim packs (which are irellivent now because purified water also gives you more healing than you can handle)
