Was hoping to play today, guess I will take a nap instead.
UPDATE: Had to restart Steam Client, seems to be an issue there. Maybe the Steam Application ID was bad upon update within the client data base?
1. Open the Fallout 4 launcher.
2. Re-enable the .esp files via mod manager.
3. Press play on the launcher.

Note saying this is an issue for everyone, as updates due tend to break some mods. However, I am using around 12 of the top mods out right now and none of them were disabled. There is an issue with Nexus Mod Manager thats been going on since the 0.61.1 & 0.61.2 updates where if you launch Fallout 4 through it, it will disable all mods right away. I had to resort to using a seperate mod manager to ensure all mods were tic'd on before launching.
Try closing Steam fully, then relaunching Steam. If you havent already.
No. That will probably never happen. It's a limitation within the engine, there is too much tied to the frame-rate. I have heard that some people have found work arounds, but in my experience 60 fps is the best frame-rate for Skyrim and Fallout 4.
