There is a mod that fixes CTDs associated with Weapon Debris and RTX cards on nexus. If turning the feature off fixes your fps dipping maybe try the mod after to see if it fixes it as well.

Hi Stabs,
i was aware of the debris problem. I have already deactivated it, the mod does not work 100%, it occasionally crashes. I took another close look at the performance utilization of my 4090 while playing - for some reason the performance near NPC's e.g. in combat or with companions goes to 99% so something can't be right. The 4090 should have enough power to handle this easily... I can't find the reason... even if I set the graphics to low it doesn't change anything.... any idea? :/
Are you using any mods that add some heavy scripts to the game? Such mods will add to the problem.
hey, no only the high fps physics mod...
I'll probably reinstall it completely, leave it vanilla/ 60 fps and hope that the next gen update comes out soon... but this will probably also be buggy...
I have not experienced enough bugs in the base game to even tempt me to use mods. Most of the ones I have, can be ether avoided, fixed by loading a earlier save or the game itself.
But then again, consistent 60 fps in any game is plenty good enough for my enjoyment. I even play Starfield capped at 60 fps. Another game I have not had any major issues with bugs.

Extreme move would be clear cache in at least 3? areas in Windows/Steam, they will be reacquired as needed(google).
If you reinstall Windows then Steam, then run the repair tool, in Steam, on any Steam folders you may add. it Verifies if Steams happy with it. Symptoms are more a freezing/stuttering Steam client on log in. But always worth doing on fresh install.
A clean install will determine quicker if it's MOD related in any way, before you add them, obviously. Now you know what your looking for
Depends on the time your willing to sacrifice troubleshooting as apposed to playing it normally now, however weird it's acting.
And finally my party piece. Install direct X after fresh Windows install
And some of those other lovely little packages that still exist in many game folders you can find on your external Game drives/folders.
These are more Tips than me thinking you are Mr DF and don't know how to install stuff, since all sorts are searching all sorts of topics for all sorts of help/info/tips

hey, i completely uninstalled Fallout 4 with Revo Uninataller and then reinstalled it. Additionally, I added a few performance mods. Now it works
