random short freezes ((resolved maybe?))

i just got my new pc, and i'm still encountering an issue i was having with my old computer.. all the parts are completely different so i'm alittle confused why this is happening, only plus side of this new computer is i would have really nice frame rates but then the issue shows it self as usual

the issue is, every once and awhile the game just freezes for a few seconds and then resumes it self normally, i've tried so many different things to resolve this issue but i'm hitting a wall here, it did it when the frame rate was capped at 60, and then i removed the framerate limit and was getting from 80 to 100 frames, but still every once and awhile it just freezes for a few seconds, the frame counter says after it resumes that its counting back up to the high frames from anywhere as low as 1 fps

cpu is the amd fx-8370, gpu is the gtx 970, ram is 16GB ddr3 2400, motherboard is asrock fatal1ty preformance, game is on a SSD

any ideas i can try to fix this??

CONCLUSION TIME!!!

so i decided to try the game from the begining, like the very begining, pre-war and all that jazz, played through the pre-war scene, played through the escape of the vault scene, got out, everything seemed fine, so i mossied down towards diamond city, and made it right up to piper without encountering the freeze, i think the issue some how came along with the old save from my old pc, totally confusing but we'll see how things go from here on out, thanks for everyone sticking by me trying to figure this out, but turns out it was something stupid and simple, sorry for wasting everyones time, but lets hope its really that simple

I have the very same issue and I have done literally everything you can imagine to figure it out but with no success.

i know how you feel, and it can't be my hardware because i regularly have 60fps when its capped and uncapped i can get high framerates of 80fps to 100fps, i've made a thread on bethesda's forums as well for this because i really wanna play fallout 4 on the pc

Are you running Dual Channel memory? This sounds like Mem Bandwith choke

Do these freezes happen even if you're standing still/Idle?

Also, what was your old PC? Might help to see if there's common variables.

old pc was a amd phenom II, gtx 560ti and some foxconn motherboard with a 2x4gb 1600 ram

See, this kind of stutter is common, not just for Bethesda Games, but for most (Perhaps all?) Open World games. As more data is streamed in, and purged from memory, you get what are essentially loading screens, that stop the game as new data is loaded.

Yours seems to be a very exceptional case. If we can verify whether or not it happens if you aren't moving (IE, not loading any new data in) we can narrow the likely cause a bit more.

I mean, I don't think it's your CPU, my friend runs it on a Phenom Quad core.

Okay, that's weird. Have you tried turning all the settings to Derp (Minimum)

i'll give that a try now, i'll even go to lowest to rule out graphical settings even though i don't think thats the issue either, i'm actually wondering if its just the game, but one sec i'll test that and once again post my findings

Yeah, my only theory so far was memory bandwidth. I suppose it could be a caching issue inside the processor, but I find that hard to believe since, as I said, my friend runs with a Phenom Quad Core.

Do the typical crap too?

Using the Newest Drivers for the card I assume as well?

yes i got the newest drivers for the graphic card, not unless they released something new since last night

You could try this as well: Open Fallout 4, Tab it out, Open TASK MANAGER, Find Fallout 4 in the Processes or Details depending on Windows version (Details in Win 10), and set Priority to HIGH (Right Click, Priority, <list>

i'll give that a try, i'm going to open task manager first so its easier to tab out to, also i'm playing in borderless window mode so the game isn't finicky with alt tabbing, i'll get back to you with the results, might be alittle longer this time, going out for a smoke first

K, I should say, I'm not a certified technician or anything, so if you don't feel comfortable doing something I say, don't worry about it. With that said, delete System32 and Microwave your SSD. Butter also speeds up the cache data. That'll fix it for sure. Trust me, I'm Twitch.Support.
