Because the bug not fixd its still actual problem. Some opened topics with 0 answers. But alright
If you are still looking for a solution to this problem like I was, I found a fix! It's basically doing the Med-X thing with bug poison but backwards.
Specifically for me, I was playing survival, and my Perception dropped after I was poisoned by a Stingwing and then immediately took Med-X. I was in survival and could not use console commands.
To fix, I first found another Stingwing and waited far enough away from it so it would not see me. Then, I took Med-X and immediately after exiting my Pip-Boy started a 5 minute timer (because Med-X lasts exactly 5 minutes in a survival game if you don't pause or go into your Pip-Boy). I approached the Stingwing when the 5 minute timer was almost up and got poisoned by the Stingwing just a couple of seconds before the Med-X wore off. Finally, I killed the Stingwing, and my Perception was back where it was supposed to be!
Save the game right before trying this, as it may take a couple of tries to get the timing just right.
