Guns and Bullets Cambridge Police Station

Hey I'me trying to round up all the guns and bullets magazines with my Minutemen character. I've already completed the main storyline with the minutement ending.

I know one of the guns and bullets magazines is in the safe in the cambridge police station, but that it only shows up after the brotherhood reinforcements arrive. Well they have. I've already beaten the game, however, the safe is not spawning the magazine, and much of the station looks like the reinforcements didn't show up. Even though there are more people here.

Any way around this or is the game just bugged here?

Also, if I spawn the magazine with the console will I be able to get the perk?
