The only thing I can suggest is to not use the mouse during those segements and used the keyboard, this will at the very least minimize the issue.
Just use your mouse and move it faaaar in one direction; this will 'kick you out' of the Cinematic Dialogue Camera view (where the close-ups happen) and then you can rotate and face the person/thing you are talking to again.
Then, once the next 'step' of Dialogue happens, it should 'kick you back' into the Cinematic Dialogue Camera view again (with closeups once more).
[Personally, it works almost all the time - but sometimes it leaves me in 'non-cinematic/closeups' view (just regular, 'standing infront of someone' view). I am not sure if this will work on Consoles, sorry those who are playing on those]
Edit:
I knew I had an example somewhere - this is from a couple of years ago, but I captured this issue occurring (and thought it added some emotion to the scene actually lol) - it was 'fixed' by moving the mouse far in one direction, as stated above

HTH anyway GL
Edit:
Also this helpful advice,
Using the mouse to click the dialogue choices increases the chance of your avatar rotating, heh
Maybe I'll search the deep nexus and see if there is anything this weekend and will write back.
Thx for the advice though!
Better yet make it so only the Player can inititate a conversation. Between this and Skyrim's lock you down while conversing (Courier in the middle of a fight) it just DOESN"T WORK!
And yet the issue persists. I get it several times a play session, even when no one has come near me. I am wondering if it is linked to kill moves and lag (Animation not finishing, completing or cleaning itself up).
I'm very persistent when it comes to extremely silly bugs that should've been patched day 1 hahaha. Had to use a few keywords to find folks with similar issues.
I'm sure there is some line of code somewhere that could prevent this. Surprised the Unofficial Fallout 4 mod didn't solve it.
They haven't solved the Emojene spawn issue in Cabot House Quest line either. That one is caused by wanting more money from Deegan before the questline even starts.
