another one is in a cage outside the military checkpoint that has the message on repeat over the loud speaker about only military personal are allowed.
the third i think is in the fort hagen satelite array if you have the automatron dlc. i may be wrong about this one though, cause i usually do this one as soon as the distress call is available, which makes it a full t-51 set.
if you have Nuka World, then i think you can find at least 2. one is in the power plant, the other is on a trailer on the western side outside the park grounds.
there may be a third set just outside of the power plant in a small concrete building south east a small distance.
the nuka world ones are a sure thing to be full since you have to be level 30 for the quest to be available, also they have 3 incomplete sets around the map
But you can buy random power armor parts from the atom cats garage from rowdy.. part types are capped by your level.
01-13 = t45
14-20 = t51
21-27 = t60
28+ = x01
• the one in a ship accross the river at boston airport is always t51 i guess.
• the one at top of Court34 is always x01..

Afew full sets i can remember immidiately.
maybe say 28+ then you should find them, and whats the point anyway it will take time to have resource and skill to upgrade them. so things might add up and make sense waiting then you can afford doing it, im sure alot of players do that.
i think i went A C then last upgrade. and i bet im not the only one doing that.
mostly based on atom cat's garage and finding them around the commonwealth randomly / on people.
Technically dlc like nuka world and some spots have mobs that spawn with PA with the pieces. Mostly the gunners.
Atom's cat garage sells based on character lvl i believe.
There are some that spawn in set areas around the Commonwealth but say you lvl up fast somehow through console commands exploit or mods. You can start off at say lvl 50 off the bat (highest lvl when you can't unlock any more things i believe in terms of items drops and perks). Areas will spawn with better grade stuff and higher tier enemies especially the power armor pieces.
There's like a handful that spawn on the bottom areas of the map and the top right spots on the map. Mostly military bases/outposts, the glowing sea, and in random areas around water or near them.
There's some:
-in the national guard area 2 one behind a cage outside and one inside a master locked door
-like 5 military outposts in the CW. The stockpile area near the super mutant junkyard where you're sent to destroy robots in the mechanist questline, some watered areas near the right side of the map, a military outpost near the edge of the glowing sea by the police department near the super mutant area, another one in the middle top near the taffington boathouse, and anywhere you find tanks you may find PA somewhere 50/50
-several in nuka world from the bridge gunner outpost to the convoy outside the nuka bottling plant and the nuka quantum skinned one in the nuka galaxy command center
-glowing sea has tons. The military bunker has 2, there are some just lying around, some sunken buildings inside, and one near the mirlurk construction area heading towards it where there's a downed vertibird (btw look at vertibirds too they may have some PA even one outside the covenant / retirement home in lexington inbetween in the lake there's a downed one with PA inside in the water).
Some are tied to lvl so again higher lvl the more higher chance it'll be X-01 PA. Others like the national guard HQ near the sattelites (where you find the palladins / scribes) are set. you just gotta unlock them to get inside or unlock the gate via terminal
my fav easiest way is to download the atlus submit or the more enclave/gunners mods to get more enclave outposts with x-01 pa or spawn enclave / gunner with x-01 pa
Will spawn T45 51 60 if under 28. Note that sometimes you will not know what the suit is until you actually get in it. It can look like a 60 but when you get in it, it will be an X-01 and appear as such from then on.
Easiest way, as mentioned earlier, is to buy from Rowdy at the ACG. May need to save scum to get a complete set when you visit.
What you want to do is have a weapon and armor beyond your level, because all the baddies are nearly the same level as you. So, you sneak your way across half the map to find that X01 power armor you found in a previous game, just to find it's T-51. Now that X-01 won't be available when you level up.
Even leveling up is a mixed feeling! "Oh great, I'm level 24 now, and every ghoul, raider and super mutant has also leveled up."
It kills the feeling of accomplishment that the game does this. I thought that the game was made so that if you travel South or East that the game gets harder. Yes, but it also gets more difficult as you level up 'to keep it interesting'.
