none of the mods are available for free on the nexus, people who uploaded them there got banned and the pirated mods got delted, what you get from the nexus are free ones which give you similar content but not exactly the content you get from the cc or mods which impoves/changes the cc content for which you need to buy the cc content in oder to get the mod to work.
A developer cant descide to upload thair cc content for free, they got paid to make the content, they delivered it to bethesda, the creators of the content have no longer the right to upload it anywhere.
And you are right, providing cc content for free is illegal software piracy so it is not legal!
That's pretty sad.
