Some settlers have no voice without lip sync

Recently I start a settlement at Sunshine Tidings Co-op and having trouble with 2 settlers that wo/couldn't create any voice and lip sync. The subtitle is shown up when the player starts to interact with the "2 settlers" but there's no voice.

My point is, I can press "E" at this "2 settlers" to trade but they didn't seem to move their lip and no voice.

A YouTuber named Ben Elpha manage to fix this problem when all NPC including the player couldn't have a voice by changing the "Fallout4.ini.".

but it seems fine to me and in my situation, its just only 2 settlers and the rest NPC can talk normally.

The only mod that I used to change NPC behaviour is,
NPC pack attack behaviour and Better settler for appearance only :/.
Also Sim Settlement but there's no report about this damn bug.
