The author of this mod basically picked up where Shadow Boost author abandonned the project.

This is for skyrim but this trick works with fallout 4 as well... or any games on steam technically.
I hesitated to mention Alexander Blade's Shadow Boost mod since it hadn't been updated on Nexus for some time. Is that link to his new iteration/version? I guess the "Shadow Boost .ini Tweak" is supposed to achieve some kind of similar results/affect, but I definitely do miss how amazing that mod was- seemed like one of, if not THE best solution for combatting those harsh fps hits in urban areas due to the vanilla game's taxing shadow render system.
Oh snap. I missed that one. I usually check Nexus once a day, but haven't paid too close attention to mods recently since getting my latest playthrough and mod selection set up some time last month. Would you kindly share a link or the name with us?
