Report a translation problem
1) Turn off built-in VSync. It seem like their VSync was designed for 30fps on consoles, so when it tries to sync higher end systems it screws up everything. This leads to jittery movement and harsh frame dips. Heres how to do it:
Go to documents/my games/fallout4/, in Fallout4Prefs.ini and Fallout4.ini change iPresentInterval=1 to 0, if it is not there add the line and set it to 0.
NOTE: You still need to cap it, going over 60 can cause issues like being stuck in terminals or superfast lockpicking
So now force vsync in the nvidia/amd control panel instead to avoid issues going over 60fps. I believe you can also use dxtory to limit your fps to 60.
2) Turn god rays to low. They still look pretty much the same, but for some reason ultra can kill your fps.
Because they can.
Note: Entering the launcher options or ingame options will set PresentInterval back to 1 and this will cause crashes. Going above 58 causes glitches.

The other thing I guess is make sure your GPU/CPU isn't being underlocked, you can use tools such as rivatuner and intel xtreme performance utility to monitor your clocks and temperatures. Best of luck.
either shadow distance on medium or you manually edit the shadow distance values in the ini file. really we shouldnt have to do this on todays latest and greatest hardware. Bethesda should of waited but no because they worked on fallout 4 straight after fallout 3 and used the same engine only a slightly improved gamebryo engine which was renamed the creation engine XD to make fallout 4 ive probably built 3 different rigs during the years for this game aswell. and the performance has always been bad in those problematic areas.

look at the CPU and GPU usage on this. clearly an engine problem here.
yeah probably i dont even think they bother making performance optimization patches anymore the only thing they optimize is the creation club lmao
