Alternatively, increase the task priority of the game as this can work around such issues. But you're still doing good to remove and end any applications in the background.
If you don't want to restart from a previous save then you have to trust your quest log on what to do. You may also find quest walk-throughs as well as the wiki to be helpful to you.
I have this happen to me on very rare occassions but it's related to me removing the USB headset and sleeping the PC to do other things. I save and reload F04 after I reset the sound device via Windows.
Couldn't you exit the game cleanly and restart from the exitsave?

Manually: simply start your Task Manager, go into the Details tab, right-click onto Fallout4.exe and assign it a new priority of "Above Normal" or "High".
Bilago's Fallout 4 Launcher is a mod, which replaced the default launcher and has a setting, which will start the game automatically with a higher priority.
And there are tools such as Process Lasso, which can do this for all sorts of applications.
You may want to try manually first and if you like it - it can reduce stuttering and improve responsiveness, too - switch to using Bilago's Fallout 4 Launcher.
