Nathan stated at beginning of the year they had removed the idea of F2P orks. Cant find the source right now. the source from reddit is just the most recent answer in writing answers that is easily found, to that question. He has mentioned it several times in streams and otherwise.

Are you ASKING if orks will be available ONLY at launch? NO
Are you SAYING that you will wait until launch for F2P orks? F2P Orks is not guaranteed its just possible. MAYBE will happen maybe will not.
Right, so the main thing that was gonna drag in the majority of the player base is now gone. That's all I needed to know. Or it "might" happen.
Either way, glad bamco will keep the cash shop open but lack of sales will kill this game I guess.
all the factions stated for launch (Eldar Orks SM CSM) are for the price listed on the store. F2P was dropped as an idea because, IMO, it made orks a second class citizen within the game. They were viewed as not equal to the other factions and would have 2nd class effort placed into them. I am happy that one price for 4 equal factions is the new idea.
Many people talked about these F2P Orks even in the founders only forums on the website and no one ever came to tell them they were wrong or lying. This sounds totally suspicious.
Why didn't they just SAY it on their website with an announcement on the website or just a pinned post on their forum? This is a really shady move.
I could see how you can feel that way, but honestly, It has been a year since that has been known. Stated in writing and in person in the dev streams. Like I said I can see how intensely following a game is unreasonable for everyone. heck I purposefully DONT follow some games even though I love them. Overwatch, heroes of the storm, XCOM 2.

Orks were a great idea because their entire philosophy is to drown them out with numbers. F2P was perfect for that. You'd have a lot bigger base than people that paid, you'd have a lot more Orks and they'd feel like it. Not to mention this is the first time I've heard of this and it's been known for a short while. I'm even subbed to the newsletter and there was no mention.
It hasn't been known for a year either, the reddit post you linked was two months ago.
Its not shady, its more like its a wanted, and from what i seen Nathan dose not seem the type to say one thing and change his mind later, either positive or negitive, i just hope he can come through on all the promisis, as it sits. If there is going to be a combak for Free to Waaagh Its going to be a Gift type of thing NOT an expected, that way he dose not have to feel oblogated to make it happen, but then can choose to put it in later if revenue is high enough, BUT alot of this is SPECULATION at best and all based of what has been done for the game based off what he has said he do, and im sure he dose not have time to watch Steam Trolls, populate the steam forums, but he is a active poster on the eB site.
The possible limitations that will hinder his goals being reached are monitary or programing based. I do feel bad that im not one of the people that will give money on blind faith, but i have been burned before, top of the list being Warhammer Age of reconing, and there release title game missing a 3rd of there content "to be released later" any time I hear things like that i just expect that it will not happen in time kind of scenarios.
