No. The Valorheart is actually really balanced right now for PvP. Being able to trade with Katana R1s for 400 damage is amazing, and you have a shield bash to deal with heavier weapons. Sure you take chip damage, but if you actually play right it's almost a non-issue. Plus millwood shield+healing ring will allow you to regenerate the chip damage you take.
It's got strengths and weaknesses. I'm surprised how balanced it is considering From's track-record for properly balancing weapons.
Yeah it is ok for pvp after you practice a bit, but i'm talking about pve
