Hawkwood Not appearing at abyss watcher fight

I have got all 3 dragon stones, I talked to andre and got hawkwood 's swordgrass. I have exhausted andres dialog and I have looked for hawkwood at firelink for ages but he isn't here. I have reset the area 4 times and he isn't at abyss watchers and right now I am confused. Any ideas?

Also i'm level 15. I'm not sure if that makes it so he doesn't spawn or something.

Level doesn't matter, I've killed him at sl16.

You missed something, check dragon peak again and see if his sign still appears, if so summon and goto the top.

If no sign appears i can only suggest retracing the steps of his quest and taking to Andre again.

I summoned him and got the dragon stone at the top ages ago. He also did the sitting gesture at the top then left. I think hawkwood is glitched

Have you checked the grave outside firelink? Where you get his shield. Also try quitting the game and starting it back up if you havent yet. Sometimes reloading doesn't matter. And maybe try beating a boss if you havent yet. Sometimes that also triggers events.

beat the oceiros the consumed king on dark souls 3 (it located after you beat the Dancer of Boreal Valley, up the ladder, left side) and get the path of the dragon gesture, then do the gesture next to the dragon staute where you get the dragon body stone
