Is this game a bullet hell?
Or does it have bullet hell elements?

Well, it's certainly no Enter the Gungeon.
In some points, some fights will revolve largely around dodging/blocking projectiles, but even so the type of projectiles will be different, so it never feels like that uniform, slow wall of orbs coming at you, that you methodically pass through. If you play a glass-cannon build then dodging attacks, projectlies and ground hazards will be a large part of your preoccupation, but even so, I would not say this game ever feels like a bullet hell. It's very fast paced, with many systems working in tandem, allowing you to choose from multiple playstyles.
